AUDITOR REMINDS CLARK COUNTY RESIDENTS OF APPROACHING DEADLINE TO PURCHASE DOG TAGS

Auditor John S. Federer wishes to remind Clark County residents that Wednesday, January 31st, is the last day to purchase dog tags without a penalty.  Per Ohio Revised Code, all dogs over three months old and that have been owned for more than 30 days are required to be licensed.

“Through our office, we are offering 3 easy ways to purchase your 2018 Clark County dog tags prior to the January 31st deadline,” said Auditor Federer.  “You may purchase your tags on-line via a secure site with a credit card at www.clarkcountyauditor.org (click on “2018 Dog License”); by completing the application and mailing it along with a self-addressed stamped envelope and your check made payable to John S. Federer, Clark County Auditor, P. O. Box 1325, Springfield, Ohio 45501 (postmarked by 1/31/18); or in person with cash or check at the Clark County Auditor’s Office, 31 N. Limestone Street, Springfield.  Additionally, dog owners have the option to purchase multi-year licenses during the renewal period. Both 3-year and permanent dog tags (lifetime tag for the dog) are available on-line or at the Auditor’s Office.  Please note that all tags are non-transferrable between dogs.”

Regular 1 Year Tags are $20 (plus an on-line convenience fee), 3 Year Tags are $60 and Permanent (lifetime of dog) Tags are $200.  Regular 1 Year Tags are also being sold at various remote sites.  Please see the Auditor’s website for a listing of additional locations where dog tags may be purchased, or for a copy of the application, at www.clarkcountyauditor.org.  Tags purchased after January 31, 2018, will be subject to a $20.00 penalty per tag.  Therefore, please purchase your tag(s) prior to January 31st

The Certificate of Achievement for Excellence in Financial Reporting has been awarded to Clark County by the Government Finance Officers Association of the United States and Canada (GFOA) for its comprehensive annual financial report (CAFR).  The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

An Award of Financial Reporting Achievement is awarded to the individual(s), department or agency designated by the government as primarily responsible for preparing the award-winning CAFR, and this has been presented to John S. Federer, Clark County Auditor.

The CAFR has been judged by an impartial panel to meet the high standards of the program including demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate potential users and user groups to read the CAFR.

Government Finance Officers Association (GFOA) is a major professional association serving the needs of nearly 19,000 appointed and elected local, state, and provincial-level government officials and other finance practitioners.  It provides top quality publications, training progams, services and products designed to enhance the skills and performance of those responsible for government finance policy and management.  The association is headquartered in Chicago, Illinois, with offices in Washington, D.C.

AUDITOR REMINDS TAXPAYERS OF APPROACHING DEADLINE FOR NEW APPLICANTS APPLYING FOR THE 2017 HOMESTEAD AND OWNER OCCUPANCY CREDITS

The 2017 Homestead Exemption enrollment period ends Monday December 31, 2017, applications must be filed in the Auditor’s office on or before the deadline. Applicants must have owned and occupied their home on or before January 1, 2017 in order to qualify for 2017. Applications are available in the Auditor’s office at 31 N. Limestone St., Springfield, OH, by calling 521-1862, or online at www.clarkcountyauditor.org.

Homeowners who wish to submit a 2017 Owner-Occupancy 2.5% tax credit must also file an application with the Auditor’s Office on or before Monday December 31, 2017.

“I want to make sure that the taxpayers are informed regarding all options available to help reduce their tax burden,” Auditor Federer said.  Applications for the Owner-Occupancy credit are also available in the Auditor’s office, by calling 521-1862, or online at www.clarkcountyauditor.org .

Clark County Auditor John S. Federer announced that the 2018 Clark County Dog Tags will go on sale beginning December 1, 2017 through January 31, 2018.  Again this year, three-year or permanent (lifetime of dog) licenses are available for dog(s) in addition to the traditional one-year license. The fee for the one-year tag is $20.00, $60.00 for the three-year tag, and the permanent tag is $200.00.

 

“Please consider taking advantage of the convenient, hassle-free option of purchasing or renewing dog tags on-line AND be sure to upload a picture of your dog” said Auditor Federer.  “Remember that licensing is so important in helping to reunite lost pets with their owners.”  Simply access the Auditor’s website at www.clarkcountyauditor.org and then click on “2018 Dog License”.  You will then be directed to a link to complete either a new or renewal registration and purchase your tag(s) via a secure site.

 

Owners may also mail in their application, along with the proper fee and a self-addressed stamped envelope to:  John S. Federer, Clark County Auditor, P. O. Box 1325, Springfield 45501-1325 or they may purchase their tags in person at the Clark County Auditor’s Office, 31 N. CLARK COUNTY AUDITOR EARNS STATE OF OHIO AWARD

The Clark County Auditor’s office earned a 2017 “Best Practices” award recently at the Annual Ohio OGRIP (Ohio Geographically Referenced Information Program) Conference in Columbus, Ohio.  The award was presented for the Clark County/ City of Springfield GIS Consortium (CCSGISC) that features the Auditor’s GIS (Geographic Information System) Department’s expertise to help in decision making and improvement to Clark County and the City of Springfield.    This data also results in reduced response time of data requests,   better access to information and better data for decision making and planning for various other governmental entities.

“The City is excited about the partnership that has been created with the County Auditor and their GIS team”, says Bryan Heck, Springfield Deputy City Manager.  “We continue to look for ways to be more efficient and effective in the way services are delivered to our community.”

The mission of the CCSGISC is to assist, promote and develop a shared geographic information system resource for local decision makers and the general public.

The Auditor’s GIS staff, led by Deputy Auditor Shayne Gray, enables managers and citizens to make decisions impacting the future of the County in an informed and logical manner.

Some of the benefits of this work enable users to operate as an internal service program, providing clients with data as well as standard and customized maps and reports.

CCSGISC acts as a liaison between County and data partners that are external to the County in order to promote the County’s interests in their data.

Also, this consortium provides Clark County and Springfield City administrators, other County/City departments and planners with graphic and data analysis tools for decision making and presentations. The GIS model includes planimetric, parcel/cadastral, county/city utilities, parks and recreation, health district, emergency management, first responders, waste management data to mention a few of the county data sets provided.

“I am extremely proud of this valuable arrangement between our Auditor’s office and different governmental entities to offer great benefits to the Clark County taxpayer. This is what good government should strive to accomplish,” Auditor John S. Federer said.

Clark County Auditor Continues to Refine Fair and Accurate Real Estate Taxes

This year, 2016, is the Triennial Appraisal Update which is required for Clark County. As Auditor John S. Federer explains, “This is not a total reevaluation whereby the Auditor examines every parcel in each part of the county. Rather, a triennial update is a review of neighborhood values based upon actual sales over the prior three years. This project has been in process since February of this year, and values will be updated for both agricultural and residential properties throughout Clark County.”

The Auditor is announcing an “Open Book” session being conducted from September 12 through October 14. During this time, property owners will be able to obtain information regarding their values by stopping in the Auditor’s Office at 31 N. Limestone Street, Springfield, Monday through Friday, from 8:00 a.m. to 4:30 p.m., or by calling (937) 521-1878.

“My staff and I have worked very hard to ensure that property values are fair and accurate for all taxpayers in Clark County,” said Auditor Federer. Updated values will be reflected in the January 2017 tax bills.
