Background

Mr. Federer was elected Clark County Auditor in November of 2010.  The former bank president of 34 years brings to the position an extensive background in proven executive and business management experience.  Mr. Federer managed over 300 associates while consistently performing at high levels.

Mr. Federer was born in Columbus, Ohio and is a graduate of Bishop Hartley Catholic High School.  He earned a BS in finance/real estate from the Ohio State University.  He moved to Springfield in 1982 as a Senior Credit Officer with BancOhio National Bank.  He held various positions over his years with BancOhio/National City.  Shortly after moving to Springfield, he then became National City’s Area President for Clark County, also, Regional Executive, managing multi-community banks in 11 counties throughout Ohio, overseeing in excess of 300 associates.

Today, John is Founder and President of Apollo Performance Consulting, LLC.  His company focuses on business excellence and performance standards to improve overall business performance by positively impacting a company’s talent, customer-focused marketing techniques and strategic financial opportunities.

On April 6, 2013, John married his childhood sweetheart, Rosemary Riat. John is the proud father of two adult children.  Lisa M. Milne and her husband, Spencer, are the parents of William David and Charlotte Perna Milne.  Robert John Federer and his wife, Meryl, are the parents of Grant Taylor and Grace Reagan Federer.

Accomplishments as Your County Auditor

  • Successfully implemented multiple technology enhancements such as: “Direct Deposit “ for county payroll for all County employees saving time and money, initiated a new and efficient county-wide financial system, developed a Mobile App allowing taxpayers to easily research properties from any location, instituted a more efficient dog tag technology, partnered with the City of Springfield, Law Enforcement and Fire Departments in the improved use of GIS technology
  • Reduced Auditor’s Office budget resulting in the return of significant monies to the general fund
  • Through efficient  process, Auditor returns excess funds to Clark County tax entities. No other elected official does this.
  • Easily accessible to the taxpayer
  • Utilizes social media and press releases to keep taxpayers informed of new legislation, savings options and important filing deadlines
  • Developed improvements to ensure “Fair and Accurate” real estate values resulting in fewer property value disputes than ever before
  • Conducted a successful triennial review of all Clark County residential and agricultural properties
  • Serves on the Executive and Legislative Committee of the County Auditors’ Association of Ohio representing all Clark County taxpayers and a better government for Ohio
  • In 2016, was elected President (out of 22 County Auditors in Southwest Ohio), of the Southwest District of the County Auditors’ Association of Ohio
  • Meets regularly with state and local elected officials to monitor and suggest legislative proposals which impact local taxpayers and to encourage policies which positively impact county government
  • Meets regular with countywide school communities
  • Received the “Certificate of Achievement for Excellence in Financial Reporting” from Government Financial Officers Association for five consecutive years
  • Received State of Ohio OGRIP Best Practices Award in GIS

 Community Involvement

Active in the community, John has been an outstanding, community oriented citizen of Springfield and Clark County since becoming a local resident.  He has been a board member and/or board chair of Junior Achievement, Boy Scouts, Springfield Museum of Art, United Way, St. John’s Center, Clark State Foundation, The Mercy Foundation, Mental Health Foundation and many other non-profit organizations to improve the quality of life in our community. John is also active in Springfield Rotary Club, St. Teresa Church and The Ohio State University Alumni Association.  He has had many opportunities to move from this community, but instead has, by choice, remained a leader in Clark County to serve and assist in the development for the greater good of our area and region.

As your Clark County Auditor, John continues to bring a wealth of experience, integrity, trust, with a qualified business background for what this county is in need for…a well run, well organized Auditor Division that will support the various organizations/ entities within Clark County.
